UPDATE - The IT Service Center helpdesk lines have been restored. A change was made by our vendor late Friday that appears to have caused the issue and has now been corrected as of 9:15am this morning.

 

The IT Service Center helpdesk line x4544 and 660-785-4544 are unable to receive calls. The vendor has been contacted to correct the issue. The office of the IT Service Center is open for walk-ins at PL203. Sorry for the inconvenience.

Users may be unable to connect to the Outlook mobile app or Outlook client on Mac devices.

More info
While we’re focused on remediation, users with access to Outlook on the web may use this to bypass the impact.

Scope of impact
Some users attempting to connect to the Outlook mobile app or Outlook client on Mac devices may be impacted. This information may be updated as our investigation continues.

Root cause
A recent update to improve mail flow is causing high CPU on the affected mailbox database infrastructure.


Current status
Sep 10, 2026, 4:58 PM CDT
We've initiated a backport of a fix to address impact that we anticipate to reach 95 percent saturation by our next scheduled update. Simultaneously, we're working to expedite deployment to a subset of highly affected users to assist with remediation while our deployment is ongoing. We also advise users to utilize Outlook on the web, if possible, to bypass impact.

Yesterday, ITS completed a required change to the way multi-factor authentication (MFA) is provided for University Microsoft 365 and other Microsoft sign-ins. Cisco Duo remains our MFA service; however, the Microsoft sign-in screens may look slightly different than they did previously.

This is an expected change. You do not need to take any action unless prompted during your next sign-in.

What is changing

When you sign in to a University Microsoft service—such as Outlook, Teams, OneDrive, Microsoft 365, or another application using your University account—you may now see an additional Microsoft sign-in screen before Duo opens.

You may be asked to:

  1. Enter your University email address and password as usual.

  2. Select Next.

  3. On the “Verify your identity” screen, select Cisco Duo or Use Cisco Duo.

  4. Complete your normal Duo verification using Duo Push, a passcode, or another Duo method you already use.

After you select Cisco Duo, the familiar Duo prompt will appear and you can approve the sign-in as you normally would.

What you may see

During the transition, sign-in screens may vary slightly depending on the application, device, browser, and whether you are signing in for the first time after the update. For example, you may see:

  • A Next button before the Duo prompt appears.

  • A screen asking you to choose Cisco Duo as your verification method.

  • An option such as Use Cisco Duo, Choose a different method, or Other ways to sign in before you are directed to Duo.

  • Your usual Duo Push notification, passcode prompt, or other Duo verification option after choosing Cisco Duo.

These screens are part of the updated Microsoft authentication process and do not indicate a problem with your account.

What to do

When prompted to verify your sign-in:

  • Select Cisco Duo or Use Cisco Duo.

  • Complete the Duo verification request only if you initiated the sign-in.

  • If you receive a Duo Push request that you did not initiate, deny it and report it to the IT Help Desk.

Do not approve an unexpected Duo request. A fraudulent sign-in attempt may present as an unexpected authentication prompt, even when the sign-in screen itself looks familiar.

Most information systems and services were unavailable this morning due to issues with maintenance work in the Data Center. Most systems should now be available and work continues to bring up the remaining systems. 

Systems/services now available include: Banner, Brightspace, DegreeWorks, TimeClock, Eprint

Update (7/15/26 9:00 am): Call routing is stable and we're considering this issue resolved. Our provider and the network team will continue to monitor for any service impacting issues. If you're still experiencing issues making or receiving calls, please reach out to the IT Service Center at (660) 785-4544 or submit a ticket at https://otrs.truman.edu/. 

Update (7/14/26 6:45 pm): Current tests show call routing has improved and is believed to be working normally. However, we will continue to monitor throughout the evening and in the morning as call volume increases. 

We are currently experiencing intermittent issues with the phone system. Incoming, outgoing, and extension-to-extension dialing is not working reliably. We are actively investigating, along with our provider, and will provide an update as soon as service is restored.

Update: The carrier has replaced the equipment and internet services have been restored. ITS will continue to monitor the connection for stability. 

Previous update: The underlying carrier has been unable to resolve the configuration issues and is dispatching a technician to Kirksville to reinstall some of the equipment they replaced overnight. We estimate it will be 1 pm or later before this equipment is back in place.

Previous update: Our service provider has determined that an underlying carrier made a configuration change overnight causing service issue for Truman and other customers in Kirksville, They estimate service will be restored by 10:30 am.

Original notice: Truman's internet circuits are currently down. Our service provider is working to resolve this issue as soon as possible.

We have been notifiedy by our TruView vendor that they will be performing infrastructure maintenance on all their customer's production environments by regional windows. Our scheduled maintenance window is on Monday, June 15th, from 12:00am to 2:00am. 

They state that we may experience up to 30 minutes of downtown during the maintenance window. They appreciate, as do we in Information Technology Services, your understanding.

Resolved 11:00 pm - 2/23/26

Microsoft has determined that customers in North America who leverage Cisco/Duo in their MFA sign-in flow were impacted and Cisco/Duo was able to rsolve the issue around 11:00 am CST.

Update 10:45 AM - 2/23/26:

Users appear to be able to log in to M365 Online services again.  Microsoft is reviewing sign-in logs and related network telemetry following reports of 504 gateway timeout errors affecting sign-in using Multi-Factor Authentication (MFA), through Microsoft's Platform Authenticator and third-party MFA such as DUO. Truman IT Staff will also continue to monitor the situation. 


Original Notice 8:30 AM - 2/23/26:
Microsoft recently completed a service operation that was intended to upgrade their API flow and unfortunately, it impacted Microsoft 365 logins.

Microsoft advises that they are in the process of deploying a fix for this issue. Truman IT staff is working on a manual process that may help to resolve the issue sooner than Microsoft's broad fix rollout.

The Banner system is scheduled for upgrade on Sunday, February 22rd. Banner and all Banner integrated, dependent services including the Banner links (Tools) in TruView will be unavailable starting at 5:00am Sunday morning, February 22rd. Please plan on the system being unavailable for much of the day. 

Upon completion of the upgrade, a Service Note will be posted to announce services are available.

Note: Brightspace services will not be impacted by the Banner upgrade and will be available as usual.

Some Mac users experienced intermittent inability to access MS365 Exchange mailboxes in Apple Mail on February 16, with a "com.apple.accounts error 3" after Duo MFA (users could log in but sync failed). Service appears stable today, but this is tied to Apple Mail's reliance on Exchange Web Services (EWS), which Microsoft is phasing out: phased disablement starts October 1, 2026, with full retirement by April 1, 2027. Immediate solutions:

  • Use Outlook on the web: outlook.office.com
  • Install Microsoft Outlook for Mac: Setup guide

These are fully supported and unaffected. Apple may release a patch for compatibility, but we recommend transitioning now to avoid future disruptions.

Users may be receiving a "451 4.3.2 temporary server issue" error message when attempting to send or receive email through Outlook.
 
Some of the impacted service functions include, but may not be limited to:
- Sending and receiving email through Exchange Online, including notification email from Microsoft Viva Engage as well as subscription email for Microsoft Fabric users.
- Collecting message traces.
- Searching within SharePoint Online and/or Microsoft OneDrive.
- Accessing the service portals, including Microsoft Purview, Microsoft Defender XDR, and the Microsoft 365 admin center.
- Creating chats, meetings, teams, channels or adding members in Microsoft Teams.
- Receiving presence or location information in Microsoft Teams.
- Applying and managing sensitivity labels, interactive operations on reports, and artifacts with sensitivity labels in Microsoft Fabric.

Scope of impact
Any users served through an affected section of service infrastructure in the North America region may be intermittently impacted.

Preliminary Root cause
We identified that the issue was caused by elevated service load resulting from reduced capacity during maintenance for a subset of North America hosted infrastructure.

Current status
Jan 23, 2026, 12:27 AM CST
We’ve confirmed that the affected infrastructure has returned to a healthy state and is operating as expected. We’ll continue to closely monitor the remediation actions taken and make any necessary adjustments to maintain stability. If users experience any residual issues, clearing local DNS caches or temporarily lowering DNS TTL values may help ensure a quicker remediation.

Update: Maintenance work is complete and all services are available

We will be performing maintenance on the Shibboleth User Authentication server and the Banner application servers starting at 1:30pm on Thursday, 1/1/2026, The Shibboleth server maintenance should cause only minimal, brief outage(s) as it is restarted in support of a required maintenance in support of new initiatives. Banner outages should be 10 to 15 minutes for each application server as we work through them completing the reconfigurations and system restarts to pick up the updates. If all goes well, work should be completed in approximately an hour.
