Truman State University is committed to providing timely and accurate information to its prospective students, alumni and friends, faculty and staff and current students. The University recognizes the use of the Internet and the World-Wide Web as avenues for communicating with all its constituencies.
An employee of Information Technology Services, the WIM shall be the point of contact for all administrative web related services. IT Services with its built-in database tracking system and highly publicized contact number at the Help Desk provide a protocol that most campus constituents will be accustomed to working with when requesting technical services. From there the WIM can route requests and inquiries to the appropriate personnel charged with addressing the issue raised, e.g. questions of policy would be forwarded to ITAC; requests to link new/redesigned sites to Truman’s top-level pages would be routed to the Web Publication & Review Committee; project work would be performed by the WIM, her/his staff and/or the Web Publications Coordinator and his/her staff and/or departmental webmasters.
The WIM exists to integrate all campus web services provided by multiple persons and departments.
Specific charges are to:
- Serve as point-of-contact for available campus web services
- Provide administrative web programming and support
- Maintain the Information Technology web site
- Review and provide data regarding Truman’s web presence and utilization
- Recommend and promote adherence to appropriate policy
- Provide training and/or consultation to departmental web masters.
- Work in conjunction with the Systems and Network ITS team to maintain network servers and related equipment associated with web services.
Web Publication & Review Committee
The Web Publication & Review Committee exists to ensure the PR and recruitment potential of Truman’s web site is maximized. In so doing, the committee will regularly review Truman’s web to ensure consistency and accuracy of web information. The committee can be considered the core of the larger “campus webmasters users group” and is made up of representatives of the “top-level sites” (as identified in appendix A). The group is chaired by the Director of Public Relations. This group meets at least once per month or as needed.
The purposes of the Web Publication & Review Committee are to:
Review and act upon issues regarding changes or issues with the top-level pages or other public relations-related issues brought to the committee, and
Approve the linkage of new or updated sites to the appropriate top-level page
Review the University image and information published on all official, non-personal University web sites.
This group exists to facilitate communication of policies, procedures, information and training to the campus webmasters who are individually responsible for the content management and timeliness of all official, non-personal campus websites. This group will also serve as a forum for intra-communication among the webmasters. The group will be chaired by the Web Integration Manager (WIM) who, along with the Web Publication Coordinator (WPC) will be providing technical assistance and support for all campus webmasters. Area webmasters should be initially identified by area supervisors. Although, the WIM and the WPC can provide start-up service, special project and technical support, it shall be the responsibility of each official, non-personal University “area” to provide content and maintenance for their own web site. (See Dept/Area Web Pages below.) This group should meet at least once per month for updates and training.
Publishing Information via Truman State University Web Server
Those who publish web pages at the University shall comply with the following policies and ethics:
Developers must follow the Truman State University Computer Use Policy.
Guidelines regarding the use of logos and of the University seal set forth by the Public Relations Office must be adhered to.
The University web servers shall not be used for commercial, profit-seeking purposes, or to advertise goods and services unless officially sponsored by the University as set forth by MOREnet, the Missouri educational institution ISP.
The Office of Public Relations, with the assistance of the members of the Web Publication & Review committee, will maintain the top-level web pages for the University. The following policies govern the development of the top-level web pages.
Information Technology Services’ Web Integration Manager will conduct training as necessary, to any faculty or staff who is involved in creating web pages.
Major changes to these pages must be cleared through the committee. Minor changes should be performed by the Web Integration Manager, the Web Publication Coordinator or individual authorized for that purpose by the committee as needed.
Links from the University’s home page and other top-level pages will be created at the discretion of the Web Publication & Review Committee.
It is vital that all departments have a presence on the University web site. Departmental page designers must wrestle with a challenge. On the one hand, it is desirable to present a consistent look. On the other hand, departments have their own identities. To that end, the Web Publication and Review Committee strives not to restrict the design of their web presentations to the extent that certain minimum design guidelines are adhered to.
Departments are responsible for the development of their own web pages. This approach allows the department to control the presentation, timeliness and accuracy of its information. All aspects of page development, including compliance with University policies, timely updating of all page elements and acceptable design, are ultimately the responsibility of the division and department heads. It is the responsibility of the department to follow acceptable-use and other applicable University policies.
When a department's webmaster responsibilities shift to another individual, the Web Integration Manager must be informed of the new webmaster's name and e-mail address. E-mail notification may be sent to webmaster@truman.edu.
Departmental webmasters are encouraged, though not required, to use official graphics and navigation bars available from the Web Services or the Publications Department to identify at least their homepage. Every page on official web sites must minimally include:
a clearly visible link to the University home page (may be included in a copyright statement in the page footer),
a link to the University webmaster (address must be visible on the page) unless there is a
a link to the departmental/subject matter webmaster (address must be visible on page)
the date of last page modification – If sites are updated at least every six months. Departments who cannot or are not updating at least this frequently should remove “last updated” references from their pages.
After new site creation or major updates to existing sites, requests for linkage from Truman top-level pages are routed through the WIM.
Organizations officially recognized by the University may publish web pages on the University's “groups” web server. It is also possible to publish an organization’s web site on a person’s personal web space. The latter is not the recommended procedure.
The sponsor and a single organizational contact person must be identified via appropriate forms filed with Information Technology Services. The Group Account Request form is available at http://its.truman.edu/documentation/forms/orggroupaccountform.pdf All aspects of web page development, including compliance with University policies, are the responsibility of the sponsor and members of the organization.
Every page must include a clearly visible link to the University home page, (may be included in copyright statement) the organization webmaster’s current e-mail address (visible on the page), and the date of last page modification. Links to organizational web pages from Truman’s top-level pages are subject to Web Publication & Review Committee approval. The Center for Student Involvement is the more likely place to provide links to organizational web pages.
Faculty, Staff, and Student Web Pages
Truman State University allows server space on a separate server/s for personal web pages as a service to the University community. Personal pages are not part of the University's official web pages. Each web creator bears sole responsibility for the content and maintenance of his or her personal web files. The University does not endorse the contents of these pages nor can it accept any responsibility for the information contained therein.
That said, the use of Truman web space is a privilege. Individuals who use the University's computing resources are obligated to adhere to all University policies, including those identified in the Truman State University Computer Use Policy available at http://its.truman.edu/policies/computer_use.stm
Copyright and Ownership of Data
The University owns the top-level web pages, departmental web pages, and web pages (other than course work and faculty research materials) residing on any web server owned by the University. The University reserves the right to manage any University-owned computer resource as it sees fit. The University reserves the right to identify materials on University-owned resources which violate copyright.
Additional Design Considerations
Due to standards of professional web design and University identity, images and text endorsing a particular web browser (such as "Best if viewed with Netscape Navigator 4.5") are discouraged. University web developers must design their pages for the largest portion of visitors possible.
Wherever possible, links to off-site locations should be coded in such a way to cause the link to open in a new window, making it clear to visitors that they are leaving the Truman domain.
Publicity and Advertising on Official University Pages
Publicizing non-University-affiliated events, opportunities, and products on the University's website may be done when such publicity is:
Within the scope of the mission of a particular campus department or organization.
Done with the permission of the division head/director/sponsor of a particular department or organization.
Contained within the web pages associated with the appropriate department or organization.

In no case will the University be liable for any data loss, or failure to deliver data due to equipment failure, unavailability of resources, or negligence. Although the University may create backup copies of user files as part of the regular system backup process, system administrators will not be required to restore such files at any time.
In all cases of liability, the user shall consider the Truman State University to be a common carrier, exempt from liability for any content that passes through its networks.

Defined as the University’s homepage, those pages primarily used for navigation based on a site visitor’s profile (prospective student, parent, alum, etc.) and those areas considered essential for external public relations and student recruitment/retention.
